ofEugeneadoptsitsResidentialLandUseandHousingElement,addressingitscityspecificresidential <br />landneeds. <br />Finding#42.LaneCountyhasadoptedacoordinatedpopulationprojectionfortheEugeneand <br />Springfieldthroughtheyear2030.Projectionsofneededhousingarebasedinpartofthisprojection. <br />Goal10requiresthatcommunitiesplanforandmaintainaninventoryofbuildableresidentiallandfor <br />neededhousingunits.Theproposedamendmentsdonotimpactthesupplyoravailabilityofresidential <br />landsincludedinthedocumentedsupplyof͞ďƵŝůĚĂďůĞůĂŶĚ͟thatisavailableforresidential <br />developmentasinventoriedintheacknowledged1999ResidentialLandsStudy.Therefore,the <br />amendmentsareconsistentwithStatewidePlanningGoal10. <br />Goal11ʹPublicFacilitiesandServices.Goal11callsforefficientplanningofpublicservicessuchas <br />sewers,water,lawenforcement,andfireprotection. <br />Finding#43.TheEugeneSpringfieldMetropolitanPublicServicesandFacilitiesPlan(PFSP)isa <br />refinementplanoftheMetroPlanthatguidestheprovisionofpublicinfrastructure,includingwater, <br />sewer,stormwatermanagement,andelectricity.TheproposedamendmentsdonotaffecteitherĐŝƚLJ͛Ɛ <br />provisionofpublicfacilitiesandservices. <br />Goal12ʹTransportation.Thegoalaimstoprovide"asafe,convenientandeconomictransportation <br />system." <br />TheSpringfieldTransportationSystemPlanwasadoptedinMarch2014.Eugenecontinuestorelyon <br />Transplan(2002)pendingcompletionofitsownlocaltransportationsystemplan(expectedinlate <br />2014).TheseplansarefunctionalplansoftheMetroPlan.Theyprovidepoliciesaddressing <br />transportationfacilitiesandpoliciesfortheEugeneSpringfieldMetropolitanArea.TheTransportation <br />PlanningRule(OAR6600120060)containsthefollowingrequirement: <br />(1)Ifanamendmenttoafunctionalplan,anacknowledgedcomprehensiveplan,oralanduseregulation <br />(includingazoningmap)wouldsignificantlyaffectanexistingorplannedtransportationfacility,thenthe <br />localgovernmentmustputinplacemeasuresasprovidedinsection(2)ofthisrule,unlessthe <br />amendmentisallowedundersection(3),(9)or(10)ofthisrule.Aplanorlanduseregulation <br />amendmentsignificantlyaffectsatransportationfacilityifitwould: <br />(a)Changethefunctionalclassificationofanexistingorplannedtransportationfacility(exclusiveof <br />correctionofmaperrorsinanadoptedplan); <br />(b)Changestandardsimplementingafunctionalclassificationsystem;or <br />(c)Resultinanyoftheeffectslistedinparagraphs(A)through(C)ofthissubsectionbasedonprojected <br />conditionsmeasuredattheendoftheplanningperiodidentifiedintheadoptedTSP.Aspartof <br />evaluatingprojectedconditions,theamountoftrafficprojectedtobegeneratedwithintheareaofthe <br />amendmentmaybereducediftheamendmentincludesanenforceable,ongoingrequirementthatwould <br />demonstrablylimittrafficgeneration,including,butnotlimitedto,transportationdemandmanagement. <br />Thisreductionmaydiminishorcompletelyeliminatethesignificanteffectoftheamendment. <br />Theproposedamendmentsdonotchangethefunctionalclassificationofanexistingorplanned <br />transportationfacility,donotchangethestandardsimplementingafunctionalclassification,donot <br />MetroPlanEnablingŵĞŶĚŵĞŶƚƐͶ^ƚĂĨĨFindings <br />{00142030;1} <br />November10,2014Page10 <br />
