Upon on-site <br />verification from the Oregon Department of Fish and Wildlife that fledging is completed, <br />the period of operational restrictions may be shortened. <br />c.Permits from the state and county are an appropriate mechanism for addressing details of <br />sand and gravel operations. Specifically, flood hazard concerns and associated erosion <br />potential will have to be addressed. <br />d. Protection of riparian habitat on the periphery of the island shall be achieved by <br />maintaining an adequate Willamette River Greenway vegetative fringe in order to address <br />erosion, scenic, andwildlife habitat concerns. <br />e. Park use on the island should be discouraged by the state. <br />f. Controls on sand and gravel extraction should be developed between the operator and the <br />Oregon Department of Fish and Wildlife through the mining permit procedures in order <br />to protect the heronry resource. <br />g.Property owners and the state shall be encouraged to exchange land to place the <br />Confluence Island Heronry and buffer in perpetual ownership by the public. The state <br />may then protect and manage the heronry resource with compensation to the property <br />owners. <br />C.15 The Statewide Wetland Inventory as shown on the map titled Goal 5 Wetlands for the area inside <br />the Metro Plan Boundary and outside the UGB, dated January 2004, adopted and incorporated <br />here, shall be used to identify wetlands for purposes of notifying the Division of State Lands <br />concerning applications for development permits or other land use decisions affecting Goal 5 <br />wetlands in the area outside the UGB and inside the Plan Boundary. The map is on file at the <br />Lane County Land Management Division. <br />C.16 The map titled Goal 5 Significant Wildlife Habitat for the area inside the Metro Plan Boundary <br />and outside the UGB, dated January 2004, adopted and incorporated here, shall be used to <br />identify significant wildlife habitat for purposes of notifying the Oregon Department of Fish and <br />Wildlife concerning applications for development permits or other land use decisions affecting <br />significant wildlife habitat on the Goal 5 inventory for areas outside the UGB and inside the Plan <br />Boundary. The map is on file at the Lane County Land Management Division. <br />C.17 The map titled Goal 5 Significant Riparian Corridors for the area inside the Metro Plan <br />Boundary and outside the UGB, dated January 2004, adopted and incorporated here, shall be used <br />to identify significant riparian corridors for purposes of applying Goal 5 riparian protection <br />provisions in Lane Code Chapter 16 for areas outside the UGB and inside the Plan Boundary. <br />The map is on file at the Lane County Land Management Division. <br />III-C-10 <br />
