EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Appointment to the Lane Workforce Partnership Board <br /> <br />Meeting Date: November 22, 2004 Agenda Item Number: 2C <br />Department: City Manager's Office Staff Contact: Mary Walston <br />www. cl. eugene, or. us Contact Telephone Number: 682-5406 <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint one member to the Lane Workforce Partnership Board. <br /> <br />BACKGROUND <br />When needed, interim appointments are made to various boards, committees, and commissions outside <br />of the regular annual recruitment process. Several appointments were made to this body in July 2004. <br /> <br />Based upon a recommendation from the Eugene Area Chamber of Commerce, the Mayor nominates and <br />the City Council appoints representatives to the Lane Workforce Partnership Board of Directors. This <br />intergovernmental body directs the operations of local employment and training programs funded under <br />the federal Job Training Partnership Act. It is a private nonprofit organization dedicated to providing <br />job training and stay-in-school services to low-income residents and dislocated workers throughout Lane <br />County. Federal regulations require that the City of Eugene seek nominations from a general purpose <br />business organization. Residency within the Eugene city limits is not required for consideration for <br />appointment. The by-laws of the organization call for a board of up to 15 members composed of <br />persons representing a number of stakeholders in local work force issues. <br /> <br />RELATED CITY POLICIES <br />There are no policy issues related to this appointment. However, the City is a signatory of the <br />agreement between local governmental entities and non-governmental organizations which join together <br />to form the Lane Workforce Partnership. That agreement delineates the process function of the <br />partnership, its board and the process by which members are appointed. <br /> <br />COUNCIL OPTIONS <br />The City Council can vote to approve this nomination; it can also request additional information or <br />background on this applicant and delay the vote, or reject the applicant entirely. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />It is recommended that the City Council approve the move to appoint this nominated applicant. <br /> <br /> L:\CMO\2004 Council Agendas\M041122\S0411222C.doc <br /> <br /> <br />
