<br /> premiums or high values tend to have lower functional downtimes than ordinary
<br /> facilities. This would certainly apply to police and fire services provided from the
<br /> Eugene City Hall, as well as to the EOC and other emergency services provided
<br /> by staff from the City Manager's Office and the Human Resources and Risk
<br /> Management Department.

<br /> FEMA's What is a Benefit? Guidance suggests that functional downtimes for
<br /> critical police and fire services may be one-third of those for "ordinary" buildings.
<br /> A similar relationship, with functional downtimes about one-third of typical values
<br /> also appears appropriate for EOC and other emergency functions.
