Eugene City Hall R32.19.04 Rev. B. September 9, 2003 <br /> <br />1.0 Introduction <br />This report includes a seismic vulnerability assessment of the City Hall complex for <br />Eugene, Oregon. <br /> <br />Section 2 of this report outlines the observed structural vulnerabilities for the City Hall <br />complex. <br /> <br />Section 3 of this report summarizes the fmdings from a prior seismic vulnerability <br />assessment for the City of Eugene City Hall complex. <br /> <br />Section 4 of this report presents the seismic hazard for the City Hall complex. <br /> <br /> Section 5 presents the mitigation costs for reservoir, as well as fragilities of the City Hall <br /> complex in its as-is and potentially upgraded conditions. <br /> <br /> The complete benefit cost analyses for the City Hall complex is not included in this <br /> report. The benefit cost analyses consider the structural and performance issues described <br /> in this report, as well as the impacts from repair costs, possible impact on loss of service, <br /> possible losses due to in casualties, and societal economic impacts should the City Hall <br /> complex be damaged in earthquakes. <br /> <br /> 1.1 Limitations <br /> <br /> The findings in this report are meant for benefit cost analyses by GAl under the intent of <br /> the FEMA hazard mitigation grant program. The professional services have been <br /> performed using the degree of care and skill ordinarily exercised under similar <br /> circumstances by reputable engineers practicing in the field of structural or civil <br /> engineering in this or similar localities at this time. No other warranty, expressed or <br /> implied, is made as to the professional advice included in this report.
