(He does a better job than a couple of the Circuit Court judges <br />who shall remain nameless herein) <br />* Judge Allen is among our court's top assets - a strong and effective leader. <br />* I'm not informed of Judge Allen's ability to supervise assistant judges. With that being said, <br />I feel there are no real consistent standards when it comes to one particular judge. On more <br />than one occasion, this judge has failed to follow the courtroom procedure, and acted as <br />defense counsel. There have been some real off-the-wall rulings. I don't know if this is a <br />supervisor issue or just another thing with this judge. <br />* My comments regarding Judge Allen result from my position as the Presiding Judge for the <br />Springfield Municipal Court. Judge Allen and I have occasions to discusss common problems <br />and potential solutions to those problems, as they affect both of our Courts and cities. I also <br />meet with Judge Allen occasionally at various judicial conferences. I recognize that he has a <br />great ability to present new and innovative ideas to other judges in the State of Oregon. The <br />City of Eugene is very lucky to have a capable, honorable, and intelligent judge in Judge Allen. <br />* Bright, articulate, fair minded, promotes equal access to the courts <br />Interpreter/Advocate * In my observations during the past four years, I find Judge Allen to be consistently impartial <br />to all parties, shows excellent communication skills and his overall conduct promotes public <br />confidence in the court justice system, in my opinion. <br />Muni Ct Judge * Wayne always makes himself available to make sure the court, judges, decisions and <br />attitudes are accurate, appropriate, respectful and within the law. <br />* Judge Allen promotes consistent standards, behavior and approach among the other judges, <br />however, supervision of some of the judges seem minimal. His selection and supervision show <br />no bias based on race, gender, or economic status. His loyalty interferes with his supervisory actions. <br /> <br />Page 6 of 9 <br />
