(He does a better job than a couple of the Circuit Court judges who shall remain nameless herein) * Judge Allen is among our court's top assets - a strong and effective leader. * I'm not informed of Judge Allen's ability to supervise assistant judges. With that being said, I feel there are no real consistent standards when it comes to one particular judge. On more than one occasion, this judge has failed to follow the courtroom procedure, and acted as defense counsel. There have been some real off-the-wall rulings. I don't know if this is a supervisor issue or just another thing with this judge. * My comments regarding Judge Allen result from my position as the Presiding Judge for the Springfield Municipal Court. Judge Allen and I have occasions to discusss common problems and potential solutions to those problems, as they affect both of our Courts and cities. I also meet with Judge Allen occasionally at various judicial conferences. I recognize that he has a great ability to present new and innovative ideas to other judges in the State of Oregon. The City of Eugene is very lucky to have a capable, honorable, and intelligent judge in Judge Allen. * Bright, articulate, fair minded, promotes equal access to the courts Interpreter/Advocate * In my observations during the past four years, I find Judge Allen to be consistently impartial to all parties, shows excellent communication skills and his overall conduct promotes public confidence in the court justice system, in my opinion. Muni Ct Judge * Wayne always makes himself available to make sure the court, judges, decisions and attitudes are accurate, appropriate, respectful and within the law. * Judge Allen promotes consistent standards, behavior and approach among the other judges, however, supervision of some of the judges seem minimal. His selection and supervision show no bias based on race, gender, or economic status. His loyalty interferes with his supervisory actions. Page 6 of 9
