ATTACHMENT "A"
EUGENE MUNICIPAL COURT - 2006 JUDICIAL EVALUATION

PART TWO: Your Observations on Major Issues for the Court - Present or Future:

Defense * You must allow attorneys to review court files -- of their own cases and any related cases.
recently was obstructed by court staff from seeing my own client's case file. To my
recollection, no other court in Oregon even tries to restrict attorneys' access to court files
which, by law, are public information.
Police * Unknown
Staff * I think the court is already trying to deal with issues, such as having a Mental Health Court
and changing some crimes to violations. I wonder if there's not a better way to deal with
homeless people instead of charging them with Violation of Park Rules and Criminal Trespass.
I don't have any suggestions, though...
* Lack of building space - jurors and courtroom
* Size and accessibility, and maintaing staff at a level to provide the kind of service the
community deserves and that we as a court staff want to provide. Improvement in all areas
come from a cohesive effort from all parties in order to maintain the rhythm and integrity of the
courtroom.
* 1) Space - Desperately need more courtrooms and jury space
2) Turnover of key adminstrators
3) Need to keep staffing level in perspective with police increases to keep system running
well.
4) New case types as state and county face budget cuts
5) Growing cost of much-needed jail space
