<br />4. John Kilcullen: Local defense attorney with experience in municipal court, and service as an <br /> associate municipal court judge until 2005 <br />5. Kip Leonard: Judge in Lane County Circuit Court <br />6. Carmen Urbina: Current Chair of the Eugene Human Rights Commission. <br /> <br />The Judicial Evaluation Committee conducted a survey of defense attorneys, prosecutors, interpreters <br />and advocates, police traffic officers, other judges and court staff. The compiled survey responses are <br />included in the attached report and show that these stakeholders strongly agree or agree that Judge Allen <br />continues to meet performance standards in the six categories assessed. In addition, the committee <br />reviewed court performance data, defendant survey responses, complaints filed, and had a discussion <br />with Judge Allen about court issues and accomplishments since 2002. A summary of their findings is <br />included in the attached report. <br /> <br />Judge Allen’s four-year contract expires June 30, 2006. A public hearing is scheduled for the City <br />Council meeting immediately following this work session.
