Councilor Kelly commented that he was “leaning towards support” for the postponement. He called the <br />relationship with EWEB “unusual” in that it had an elected board, yet that board did not have the power to <br />do certain things without City Council approval. He thought EWEB presented a resolution that the EWEB <br />Commissioners wrestled with “in great detail,” but the council had not had the opportunity to review it. He <br />was hesitant to take a significant funding step with a rate impact. PUBLIC HEARING: <br /> <br />Parks, Recreation, and Open Space Project and Priority Plan <br /> <br />City Manager Taylor asked Parks Planning Manager Carolyn Weiss to introduce the project and plan. <br /> <br />Ms. Weiss stated that the project and priority plan contained specific project information related to <br />Eugene’s parks, recreation, and open space for the next 20 years. She said it included specific projects, <br />timeframes for implementation, cost information, and associated maps showing existing and proposed <br />resources. She stressed that the plan was a direct outgrowth of the Parks, Recreation, and Open Space <br />(PROS) Comprehensive Plan, which was passed by the City Council in February 2006. She said the list <br />was intended to be a living document and it would likely be modified in the future. She reiterated that the <br />plan and project had come as a direct result of the input from thousands of Eugene residents. <br /> <br />Mayor Piercy opened the public hearing. <br /> <br />Bruce Mulligan <br />, 3056 Hendricks Hill Drive, vice president of the Hendricks Hill Homeowners Associa- <br />tion, supported acquisition of the 120-acre McDougal parcel, also known as the Ridgeline section, which <br />would connect Moon Mountain with the back side of the Laurelwood Golf Course. He passed out a copy <br />of the resolution unanimously approved by the Hendricks Hill Homeowners Association that supported the <br />acquisition, passed in 2005. He said they believed the acquisition of this parcel was critical as it was a <br />very time-sensitive parcel and contained prime riparian habitat.
