<br />Exhibit B <br /> <br />Findings of Consistency with <br />Street Name Change Criteria <br /> <br />Section 9.8485 of the Eugene Code (EC) provides the sole criterion for evaluating a proposed <br />street name change, stating: <br /> <br />EC 9.8485 Street Name Chan2e Approval Criteria. The planning <br />commission shall recommend, and the city council shall approve an application <br />for a street name change upon determining that a proposed renaming is in the <br />best interest of the city. <br /> <br />Based on Planning Commission's recommendation, the records of the public hearings before <br />both the Planning Commission and the City Council, including the citizen testimony presented at <br />those hearings, the City Council finds that it is in the best interest of the City to honor the memory of <br />Dr. Thomas Winthrop Shelton and his extended family including Robert and Alberta (granddaughter <br />of Dr. Shelton) McMurphey by changing the name of the 3rd/4th Connector (also known as 3rd/4th <br />Avenue) to Shelton McMurphey Blvd. The Shelton and McMurphey families lived in the adjacent <br />Shelton-McMurphey-Johnson House and contributed to the civic and commercial progress of <br />Eugene. <br /> <br />The City Council further finds that the provision of key public services to residents and <br />businesses located along the street will not be adversely affected by the proposed street name change. <br />The U. S. Pos{Office and 9-1-1 emergency center have indicated their support for the proposed <br />street name change. The City, the U.S. Post Office and the 9-1-1 emergency center will implement <br />the street name change over a one-year period. The City Council finds that this implementation of <br />the street name change over a one-year transition period will minimize inconvenience and confusion <br />to residents, businesses and the general public. <br /> <br />Exhibit B <br />
