Roll call vote; Item A, the council minutes, was approved by unanimous vote, 7:0. <br /> <br />Councilor Bettman related that she had not seen the item for the compensation fund for Measure 37 claims <br />on the Tentative Agenda. She hoped to see a work session in April or May. <br /> <br />City Manager Taylor said the work sessions in April or May could be rearranged to a certain extent in order <br />to make room for that item. <br /> <br />Councilor Bettman asked that she be notified if it seemed that the agenda item would be pushed farther out <br />than May. <br /> <br />Roll call vote; Item B, the Tentative Agenda, was approved by a unanimous vote, 7:0. <br /> <br />Councilor Bettman averred that what the council was doing with Item C was to authorize the City to proceed <br />to pursue a $7.9 million capacity for loans. She asserted that this would require waiving some of the City’s <br />debt policies. She asked which of the conduit financing policies would need to be waived. <br /> <br />Financial Analysis Manager for the Finance Division, Sue Cutsogeorge, explained that when an actual <br />proposal came up, the council would have to approve the borrowing and, at that time, Finance staff would <br />review how the debt policies would be affected and which ones might need to be waived in a specific <br />instance. <br /> <br />In response to a question from Councilor Bettman, Ms. Cutsogeorge clarified that policies would only be <br />waived if the City borrowed money to lend to a private developer. <br /> <br />Councilor Bettman asked if there was a level that the City could project borrowing that would not <br />necessitate waiving the debt policies. Ms. Cutsogeorge replied that it did not have to do with the amount, <br />but rather with the type of borrowing. She assured her that the council would have another chance to <br />consider the debt policy in conjunction with the project. <br /> <br />Roll call vote; the motion passed unanimously, 7:0. <br /> <br /> <br />4. PUBLIC HEARING and POSSIBLE ACTION: <br />An Ordinance Providing for Withdrawal of Territories from the River Road Water District and <br />River Road Park and Recreation District and the Santa Clara Water District <br /> <br />City Manager Taylor asked Principal Planner Kurt Yeiter, to explain the basics of this item. He noted that <br />there were some consequences should action not be taken on it. <br /> <br />Councilor Papé clarified that this had originally been Agenda Item 8. <br /> <br />Mr. Yeiter stated that a public hearing was required by State law. He said 25 properties had already been <br />annexed to the City and if they were not withdrawn from the special districts, the tax assessor would keep <br />charging for both the districts that were no longer providing services and the City’s services.
