He stated that the $8 million sought through the Uniform Revenue Bond Act (URBA) process would fund the planning project intended to provide the board with the information needed to approach the City Council about the larger project, roughly estimated at $85 million. In response to a follow-up question from Councilor Bettman, Mr. Origliosso explained that the URBA process provided an option in State law that allowed for bonds to be issued with the option for voters to call for an election within 60 days. Councilor Kelly commented that he was “leaning towards support” for the postponement. He called the relationship with EWEB “unusual” in that it had an elected board, yet that board did not have the power to do certain things without City Council approval. He thought EWEB presented a resolution that the EWEB Commissioners wrestled with “in great detail,” but the council had not had the opportunity to review it. He was hesitant to take a significant funding step with a rate impact. He wanted to understand the resolution better. Roll call vote; the motion passed unanimously, 8:0. PUBLIC HEARING: Parks, Recreation, and Open Space Project and Priority Plan City Manager Taylor asked Parks Planning Manager Carolyn Weiss to introduce the project and plan. Ms. Weiss stated that the project and priority plan contained specific project information related to Eugene’s parks, recreation, and open space for the next 20 years. She said it included specific projects, timeframes for implementation, cost information, and associated maps showing existing and proposed resources. She stressed that the plan was a direct outgrowth of the Parks, Recreation, and Open Space (PROS) Comprehensive Plan, which was passed by the City Council in February 2006. She said the list was intended to be a living document and it would likely be modified in the future.
