<br />In response to a question from Councilor Bettman, Mr. Medlin explained that at the time the quarry was <br />closed, the County had only acquired that portion that was not being farmed. He said the only that had <br />been transferred to the City, it only received what was owned and the portion on the west side and north <br />side of the pond was very close to the edge of the pond. <br /> <br />Councilor Bettman noted that the Friendly Park Plan had been in the Capital Improvement Program five <br />years earlier and it never had been implemented, though it had money allocated to it. Ms. Weiss clarified <br />that Phase 1 of the park would be implemented in the upcoming summer with funds from the 1998 bond <br />measure. She said the money allocated was not going to be enough and it appeared that there would be a <br />Phase 2 in that park. <br /> <br />Councilor Bettman asked staff to provide her with information on how much would be spent to implement <br />the plan and to document for her how much had been allocated to the plan and what the funding sources <br />were in the old CIP. She wanted a memorandum on how the money for the feasibility study and emergency <br />safety improvements like an emergency phone, could be funded from the fiscal year 2006 department <br />under-spending or other end of year funds. <br /> <br />Mayor Piercy thanked everyone for staying. <br /> <br />The meeting was adjourned at 10:55 p.m. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Dennis M.
