EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br />Action: An Ordinance Amending the Laurel Hill Plan Land Use Diagram to Redesignate <br />Property Identified as Tax Lots 199, 200, 300, Assessor's Map 18-03-03-23 from Low- <br /> Density Residential to Commercial and to Rezone the Property from R-1 Low Density <br /> Residential to C-2 Community Commercial; Adopting a Severability Clause; and <br /> Providing an Effective Date <br /> <br />Meeting Date: December 6, 2004 Agenda Item Number: C <br />Department: Planning and Development Staff Contact: Patricia Thomas <br />www. cl. eugene, or. us Contact Telephone Number: 682-5561 <br /> <br />ISSUE STATEMENT <br />On December 6, 2004, the Eugene City Council will consider action on an ordinance to amend the <br />Laurel Hill Plan to change the land use designation from Low Density Residential to Commercial; and <br />to change the zone of the Furtick/Larson property from R-1 Low Density Residential to C-2 Community <br />Commercial, adopt a severability clause and provide an effective date. <br /> <br />BACKGROUND <br />The proposed amendment and zone change requests were submitted by Charles Larson on January 20, <br />2004. The City Council held a public hearing on these requests on November 15, 2004. At the public <br />hearing, the public record was left open until November 29, 2004, at the request of the City Council to <br />allow for additional testimony to be submitted. Attached are eight letters of public testimony submitted <br />in opposition to the requests, as well as additional testimony submitted by the applicant's representative <br />that were received during this time period. The oversized materials referenced in the applicant's <br />testimony are available for review in the Council Office. The record was left open an additional two <br />days for the applicant to submit rebuttal testimony. Any rebuttal testimony received will be attached. <br /> <br />RELATED CITY POLICIES <br />These refinement plan amendment and zone change requests rely upon conformance to policies within <br />the Metro Plan and The Laurel Hill Plan. Discussion of the relevant policies and consistency of the <br />proposal with these policies is included in staff evaluations for the Planning Commission in Attachments <br />A, C, and D, which were provided with the November 8, 2004, agenda item summary. <br /> <br />The proposal relates to the Council Goal regarding Sustainable Community Development, which states: <br />A community that retains a high quality of life anda healthy economy effectively links land use and <br />transportation planning, and successfully manages growth and change in the urban environment. <br /> <br />The proposed ordinance addresses linkages between transportation planning and appropriate land uses. <br />Provision of commercial lands in appropriate locations promotes a healthy economy. <br /> <br /> L:\CMO\2004 Council Agendas\M041206\S041206C.doc <br /> <br /> <br />
