Regarding the question of how to update the refinement plan holistically, the procedure would <br />include the same steps as the current refinement plan amendment process, including public <br />notice, Planning Commission public hearing and recommendation followed by City Council <br />public hearings and decision-making. Assuming the City initiated the amendment, the process <br />itself would take at least 6 months to move through these steps plus time for additional public <br />outreach and participation. As an example, the current amendment request was first submitted <br />11 months ago. The scope of the task would need to be defined, including a determination of <br />which portions of the plan are to be subject to the amendment. The geographical area to be <br />included (a few particular sites, the nodal area, East Laurel Hill or the entire Laurel Hill Valley <br />neighborhood boundary) would dramatically affect the scope and timeline. Similarly the range <br />of possible neighborhood involvement processes and level of participation would influence the <br />project program.
