City Manager Taylor indicated staff would return with a range
of options.

The motion regarding Option 3 passed, 7:1; Ms. Bettman voting no.

Mayor Torrey called for discussion on the motion regarding Option 4. The motion on the floor was as
follows:

Ms. Bettman, seconded by Mr. Poling, moved to direct the City Manager to pursue Option 4
as outlined in the Agenda Item Summary.

Ms. Taylor did not think the council should rush on this issue. She suggested the rush was due to the fact
a new council would be seated in January 2005. The people who were just elected would not have a
chance to participate in the decision.

Mayor Torrey called for a vote on the motion.

The motion failed, 6:2; Ms. Solomon and Mr. Poling voting yes.

The meeting adjourned at 1:30 p.m.

Respectfully submitted,

Dennis M.
