The City supports continued authority for Eugene to conduct its own Department of <br /> Public Safety Standards and Training (DPSST) accredited regional police basic training <br /> academy. <br /> <br /> 11. POLICE SYSTEMS DEVELOPMENT CHARGES (SDCs) <br /> <br /> New Growth places additional demands on city services. The City supports expanding <br /> the existing definition of capital facilities for which SDCs can be imposed to include <br /> police protection, to help offset the costs of new police/public safety facilities. <br /> <br />D. FIRE AND EMERGENCY RESPONSE <br /> <br /> 1. FIRE SYSTEM DEVELOPMENT CHARGES (SDCs) <br /> <br /> The city supports expanding SDCs to include fire and emergency response infrastructure <br /> and capital facilities costs related to new growth. <br /> <br /> 2. FIREFIGHTER CERTIFICATION <br /> <br /> The DPSST may seek to expand its authority to certify firefighters. The City opposes <br /> DPSST certification for firefighters. <br /> <br /> 3. MUTUAL AID: WILDFIRES <br /> <br /> In those instances where the State Fire Marshal assumes command of a wildfire <br /> emergency in the State, the City supports the current mechanisms for responding. The <br /> City opposes mandates requiring that local governments maintain specific fire equipment <br /> or staffing levels to respond to these events or any legislation that mandates response. <br /> <br /> 4. WILD LAND FIRE: PREVENTION AND RECOVERY <br /> <br /> The City currently operates educational programs to reduce the risk of wildfires in the <br /> urban/rural interface zone. The City supports maintaining or enhancing the ability of <br /> municipalities and districts to recover wild land fire response costs from responsible <br /> parties. <br /> <br /> 6. SKINNY STREETS <br /> <br /> The City would oppose legislation that mandates %kinny streets" unless appropriate local <br /> design flexibility is allowed to accommodate fire and emergency vehicles and equipment. <br /> <br /> 7. TOXICS RIGHT TO KNOW <br /> <br /> The City urges the Legislature to eliminate provisions of ORS 453.402 in order to allow <br /> local jurisdictions to impose hazardous substance fees equitably to Eugene employers <br /> <br />City of Eugene Legislative Policies, 2005 Session 37 <br /> <br /> <br />
