EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Appointment to Police Commission <br /> <br />Meeting Date: December 6, 2004 Agenda Item Number: 2E <br />Department: City Manager's Office Staff Contact: Mary Walston <br />www. ci. eugene, or. us Contact Telephone Number: 682-5406 <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint a member to the Police Commission who will represent the <br />Human Rights Commission. <br /> <br />BACKGROUND <br />Each year the council makes appointments to boards, committees and commissions. The last <br />major recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene <br />Code addresses standing committees to the City Council and the appointment process for those. <br />For most standing committees created in the Code, the council is the appointing authority. <br /> <br />The Eugene Code requires that the Police Commission membership include one member of the <br />Human Rights Commission. For the Police Commission, the mayor nominates candidates and the <br />City Council makes the appointment from the list of nominations. With the resignation of <br />Councilor-Elect Andrea Ortiz from the Human Rights Commission in October 2004, the mayor <br />must nominate an interim replacement for that slot. <br /> <br />At the October 19, 2004, Human Rights Commission meeting, the members supported a motion <br />to forward the name of Neil Van Steenbergen to Mayor Torrey for nomination to fill the <br />unexpired term created by the resignation of Councilor-Elect Ortiz. <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City Council in the <br />development of various city policies. <br /> <br />COUNCIL OPTIONS <br />The City Council may: <br />1.
