The decreases ranged fi~om 4.6 to 11.2 percent. <br /> <br /> The decision is a victory of sorts for residents, who say the 150- foot Ameritech cellular tower is <br /> "visual pollution." <br /> <br /> The bigger issue that has municipal leaders closely watching the case is the potential liability of villages <br /> that have allowed such towers to .be built. <br /> <br /> "We're worried about the precedent this could set," said Village President George Larrain. <br /> <br /> The Northwest Municipal Conference also is concerned. <br /> <br />"There are arguments made by communities surrounding O'Hare that property values are hurt by their <br />proximity to the airport," said David Bennett, executive director.
