ADMINISTRATIVE ORDER NO. 58 -15 -14 of the Traffic Engineer of the City of Eugene REMOVING ON- STREET PARKING FROM THE WEST SIDE OF TIMBERLINE DRIVE FROM THE PRIVATE ROAD SERVING 2700 -2750 TIMBERLINE DRIVE SOUTH TO WINTERCREEK DRIVE. The Traffic Engineer of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City, and is specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter), and to enforce all ordinances of the City. In addition, EC 5.040 authorizes the City Manager or the Manager's designee to take administrative action establishing parking area time limitations, including the form of permissible parking, and imposing conditions upon which the streets and other public property may be used for parking. EC 5.055 sets forth the criteria the City Manager or the City Manager's designee should consider when taking administrative action authorized by EC 5.040. B. On September 24, 2009, the City Manager issued Administrative Order No. 58- 09-14, delegating to the Traffic Engineer the authority to exercise duties and responsibilities granted to the City Manager by Sections 5.040 and 5.050 of the Eugene Code, 1971. In addition, Administrative Rule R -5.045 assigns additional responsibilities to the Traffic Engineer. C. On April 2, 2015, the City Manager issued Administrative Order No. 58- 15 -04, appointing me as the City's Traffic Engineer. D. I find that parking should be removed on the west side of Timberline Drive from the private road serving 2700 -2750 Timberline Drive south to Wintercreek Drive. In making this determination, I have considered all the applicable criteria set forth in EC 5.055. Based on the applicable criteria set forth in EC 5.055, the following findings support my decision to remove parking from the location: 1. By Resolution 4608, the City Council adopted the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways which includes parking as an optional feature of Neighborhood Collector streets. By Ordinance No. 20181, the City Council adopted the Street Classification Map that designated Timberline Drive as a Neighborhood Collector street. 2. The Adopted Design Standards and Guidelines establish design guidelines for travel lane width on Neighborhood Collectors at 12 feet when the road is an identified bike route and establishes the minimum bike lane width at 5 feet.
