ADMINISTRATIVE ORDER NO. 58 -15 -14 <br />of the <br />Traffic Engineer of the City of Eugene <br />REMOVING ON- STREET PARKING FROM THE WEST SIDE OF <br />TIMBERLINE DRIVE FROM THE PRIVATE ROAD SERVING 2700 -2750 <br />TIMBERLINE DRIVE SOUTH TO WINTERCREEK DRIVE. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to appoint and remove all employees (except as otherwise provided in the Charter), <br />and to enforce all ordinances of the City. In addition, EC 5.040 authorizes the City Manager or <br />the Manager's designee to take administrative action establishing parking area time limitations, <br />including the form of permissible parking, and imposing conditions upon which the streets and <br />other public property may be used for parking. EC 5.055 sets forth the criteria the City Manager <br />or the City Manager's designee should consider when taking administrative action authorized by <br />EC 5.040. <br />B. On September 24, 2009, the City Manager issued Administrative Order No. 58- <br />09-14, delegating to the Traffic Engineer the authority to exercise duties and responsibilities <br />granted to the City Manager by Sections 5.040 and 5.050 of the Eugene Code, 1971. In addition, <br />Administrative Rule R -5.045 assigns additional responsibilities to the Traffic Engineer. <br />C. On April 2, 2015, the City Manager issued Administrative Order No. 58- 15 -04, <br />appointing me as the City's Traffic Engineer. <br />D. I find that parking should be removed on the west side of Timberline Drive from <br />the private road serving 2700 -2750 Timberline Drive south to Wintercreek Drive. In making this <br />determination, I have considered all the applicable criteria set forth in EC 5.055. Based on the <br />applicable criteria set forth in EC 5.055, the following findings support my decision to remove <br />parking from the location: <br />1. By Resolution 4608, the City Council adopted the Design Standards and <br />Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways which includes <br />parking as an optional feature of Neighborhood Collector streets. By Ordinance No. <br />20181, the City Council adopted the Street Classification Map that designated Timberline <br />Drive as a Neighborhood Collector street. <br />2. The Adopted Design Standards and Guidelines establish design guidelines <br />for travel lane width on Neighborhood Collectors at 12 feet when the road is an identified <br />bike route and establishes the minimum bike lane width at 5 feet. <br />Administrative Order - Page 1 of 3 <br />
