In summary, the MTIP <br />must cover a period of not less than three years, must include all federally funded projects and regionally <br />significant projects, must be consistent with funding that is expected to be available during the relevant <br />period and must be consistent with the long-range transportation plan. <br /> <br />The FY2004-2006 MTIP was adopted by the MPC on October 9, 2003 (and has subsequently been <br />amended both by MPC and administratively by TPC). The FY2004-2006 MTIP lists transportation <br />projects using federal funds programmed for fiscal years 2004-2006. The FY2004-2006 MTIP is being <br />updated to be consistent with the updated Regional Transportation Plan (RTP) and the Statewide <br />Transportation Improvement Program (STIP). In addition, state regulations require that the MTIP be <br />updated within six months of an update of the RTP. The RTP, adopted in July 2002, is being updated to <br />meet the federal requirement to keep the RTP current with respect to the planning horizon (20 years), the <br />MPO geography, and the financial constraint analysis. <br /> <br />A Preliminary Draft FY05-07 MTIP was available to the public at the time of a November 4, 2004, <br />public open house. A second public open house is scheduled for December 1, 2004. In addition, MPO <br />staff has sent email and postal mail notices of the public comment period, the public open houses and <br />the public hearing scheduled for December 9 to a distribution list of interested parties. <br /> <br />RELATED CITY POLICIES <br />The Regional Transportation Plan (RTP) guides the regional transportation system planning in the <br />metropolitan area. The RTP includes provisions for meeting the transportation demand of residents over <br />a 20-year planning horizon while addressing transportation issues and making changes that can <br />contribute to improvements to the City of Eugene and the region's quality of life and economic vitality. <br />The Metropolitan Transportation Improvement Program (MTIP) reflects the programming of projects <br />over a three-year period consistent with the system improvements element of the RTP and the City's <br />transportation system plan (Transplan). <br /> <br />COUNCIL OPTIONS <br />The City Council may: <br />1. Approve the project list in the draft FY2005-2007 MTIP; <br />2. Not approve the project list in the draft FY2005-2007 MTIP; or <br />3. Provide comments to the MPC requesting specific changes to the project list in the draft <br /> FY2005-2007 MTIP. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends that the City Council approve the project list in the draft FY2005-2007 <br />Metropolitan Transportation Improvement Program. The project list does not include any new <br />allocation of state or federal funds by the MPC.
