ADMINISTRATIVE ORDER NO. 21-15-02 <br />of the City Manager <br />DELEGATING AUTHORITY TO THE EXECUTIVE DIRECTOR OF <br />THE PUBLIC WORKS DEPARTMENT TO ACT AS THE URBAN <br />FORESTER. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, specifically authorized to <br />appoint and remove all employees (except as otherwise provided in the Charter), organize, and, <br />as deemed necessary, disband and reorganize various City departments, and to enforce all <br />ordinances of the City. <br />B. It would be most efficient and in the public interest to delegate to the Executive <br />Director of the Public Works Department the authority to perform and carry out the duties and <br />responsibilities of the Urban Forester set forth in the Eugene Code, 1971. <br />On the basis of these findings, I order that: <br />1. The Executive Director of the Public Works Department is hereby authorized to <br />perform and carry out the duties and responsibilities of the Urban Forester set forth in the Eugene <br />Code, 1971. <br />2. The Executive Director of the Public Works Department may in turn delegate the <br />authority delegated in this Order to such person or persons qualified to perform such duties upon <br />finding it would be more efficient and in the public interest to do so. <br />3. The delegation of authority contained in this Order shall be construed to extend to <br />and include any person(s) "acting in capacity" (AIC) for the Executive Director of the Public <br />Works Department. <br />Dated and effective this 28 th day of MAC 9 2015. <br />Jon R.
