As such, this <br />inflationary adjustment will not result in a 5% or greater fee increase within a.12 -month period. <br />E. Based on: (1) the park development/renovation cost adjustment using the <br />Engineering News -Record 20 -City national average Construction Cost Index (May 2014 through <br />May 2015); and, (2) the park land acquisition cost adjustment using the Lane County Assessment <br />& Taxation office's published 2014 Sales Ratio Report, it is necessary to adjust the Parks System <br />SDCs by implementing an average 0.9% increase. in the Parks System SDC for residential <br />development, and an average 0.7% increase in the Parks System SDC for nonresidential <br />development. As such, these increases will not result in a 5% or greater fee revision within a 12 - <br />month period. <br />F. Based on the Engineering News -Record 20 -City national average Construction <br />Cost Index, it is necessary to amend the Local Wastewater System, Transportation System, and <br />Stormwater SDCs by implementing a 1.8% increase for those SDCs. As such, these increases <br />will not result in a 5% or greater fee revision within a 12 -month period. <br />G. Notice of the proposed inflationary adjustments was given by providing copies of <br />Administrative Order No. 58-15-17, including Exhibit A (the proposed amendments) and Exhibit <br />B (the Notice), to the Mayor and City Councilors; making those documents available for <br />inspection by interested persons at the office of the City Engineer, Public Works Department, 99 <br />East Broadway, Suite 400, Eugene, Oregon, 97401; and by posting those documents at two <br />locations at City Hall on June 5, 2015. In addition, Notice of the adjustments was published in <br />the Register -Guard Newspaper on June 5, 2015, and persons who requested notice of the <br />amendments were mailed informational postcards as notification of the proposed amendments. <br />H. Notice provided that written comments would be received for a period of 15 days <br />from the date of posting and publication. No comments were received within the time or in the <br />manner set forth in the Notice. <br />I. I find that the inflationary adjustments set forth in Exhibit A are consistent with <br />adopted policies of the City; are in conformity with applicable state law, are authorized by <br />Section 7.710(5) of the Eugene Code, 1971, and should be implemented effective July 1, 2015. <br />On the basis of these findings, I order that: <br />1. The adjusted Systems Development Charges as set forth in Exhibit A attached to <br />this Order are to be implemented effective July 1, 2015. <br />effect. <br />2.
