ADMINISTRATIVE ORDER NO. 58-15-21 <br />of the <br />Executive Director of the Public Works Department <br />APPROVING THE AMERICANS WITH DISABILITIES ACT <br />TRANSITION PLAN FOR ACCESSIBILITY IN PUBLIC RIGHTS-OF- <br />WAY. <br />The Executive Director of the Public Works Department finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to appoint and remove all employees (except as otherwise provided in the Charter), <br />and to enforce all ordinances of the City. <br />B. Pursuant to that authority, I have been designated as Executive Director of the <br />City's Public Works Department. My appointment has most recently been affirmed by the City <br />Manager's Administrative Order No. 21-13-01. In such capacity, I have the responsibility for <br />supervision of the Public Works Department and its employees. <br />C. The Americans with Disabilities Act Transition Plan for Accessibility in Public <br />Rights -of -Way (R -O -W ADA Transition Plan) has been developed to address accessibility <br />within the City's public rights-of-way for persons with disabilities. Accessibility outside the <br />City's public rights-of-way for persons with disabilities is addressed in a separate ADA <br />Transition Plan. <br />D. The R -O -W ADA Transition Plan: <br />1. Lists physical barriers in the rights-of-way that limit accessibility of <br />persons with disabilities; <br />2. Describes methods to be utilized to remove the barriers; <br />3. Includes a schedule for taking the necessary steps to achieve compliance <br />(requirement for curb ramps specifically); and <br />4. Includes the name of the official responsible for transition plan <br />implementation. <br />Now, therefore, based on the above findings which are hereby adopted: <br />IT IS HEREBY ORDERED THAT: <br />1. The Americans with Disabilities Act Transition Plan for Accessibility in Public <br />Rights -of -Way attached to this Order as Exhibit A is hereby approved effective July 1, 2015, and <br />Administrative Order - Page 1 of 2 <br />
