S. Capacity Enhancement -Projects in this category typically involve increasing the number <br />of vehicles or bikes that can travel through the system. Funding for these projects generally <br />comes from a combination of assessments, System Development Charges (SDC's), and the <br />Transportation Capital Fund. <br />Transportation projects provide opportunities to respond to adopted Growth Management <br />Policies #11 (enhancing alternative modes of transportation), #13 (relieving severe congestion), <br />and #15 (supporting desirable forms of development). <br />Funding <br />FY14 was the last year of funding from the 2008 Ballot Measure 20-145, which authorized the <br />issuance of $35.9 million in general obligation bonds for the purpose of funding major street <br />preservation projects and off street shared use paths. <br />On November 6, 2012, Eugene voters approved a new bond measure to fix streets. The bond <br />measure authorized the issuance of $43 million in general obligation bonds for the purpose of <br />funding major street preservation projects, along with an annual average of $516,000 to be spent <br />on bicycle and pedestrian projects. <br />System Development Charge (SDC) projects are being funded at the current level of development <br />within the City of Eugene. The Transportation SDC reimbursement component will provide <br />$300,000 annually. The Pavement Preservation Fund is derived from the five cent local motor <br />vehicle fuel tax and can be used to preserve the transportation system, but not increase capacity <br />or upgrade the streets. The motor vehicle fuel tax is projected to provide about $2.85 million <br />annually.
