ADMINISTRATIVE ORDER NO. 52-15-06 of the City Manager of the City of Eugene EXTENSION OF TEMPORARY AMENDMENT OF EUGENE FIRE CODE ADMINISTRATIVE RULE R-8.010FC. The City Manager of the City of Eugene finds that: A. Section 8.010 of the ,Eugene Code, 1971, authorizes the City Manager to administratively adopt a fire code for the City of Eugene. Pursuant to that authority, and in accordance with the procedures set forth in Section 2.019 of the Eugene Code,. 1971, on December 22, 2014, Administrative Order No. 52-14-02-F was issued adopting Eugene Fire Code Administrative Rule R-8.010FC. That Rule amended the Oregon 2014 Fire Code Amendments to the 2012 International Fire Code. B. On March 16, 2015, Administrative Order No. 52-15-02 was issued adopting temporary amendments to the Eugene Fire Code in order to exempt from the permitting and code requirements all tents 400 square feet or smaller, regardless of the number of small tents used for an event. That Administrative Order will expire on September 12, 2015. C. The Temporary Rule established by Administrative Order No. 52-15-02 should be extended because more time is needed to address issues concerning this Rule amendment. Temporary Rules are authorized by EC 2.019(5). NOW THEREFORE, Eugene Fire Code Administrative Rule R-8.010FC, sections 105.6.43 and 3103.2 are amended as set out below. This temporary Rule shall become effective on September 12, 2015, and remain in effect until March 10, 2016 (180 days from the effective date of this Order) unless replaced earlier by an emergency rule, temporary rule, or permanent rule adopted in accordance with the provisions of EC 2.019. EUGENE FIRE CODE ADMINISTRATIVE RULE R-8.010FC 105.6.43 Temporary membrane structures and tents. An operational permit issued by the Eugene Springfield Fire Marshal's Office is required to operate an air -supported temporary membrane structure, a tent having an area in excess of 1500 square feet or an occupant load of 50 or more, or multiple tents that are individually 400 square feet or larger with an aggregate area in excess of 1500 square feet. 3103.2 Approval required and compliance. Tents and membrane structures having an area in excess of 1500 square feet or an occupant load of 50 or more, or multiple tents that are individually 400 square feet or larger with an aggregate area in excess of 1500 square feet shall not be erected, operated or maintained for any purpose without first obtaining a permit and approval from the fire code official and must comply with the provisions of this chapter.
