September 17, 2004 <br /> <br /> Goal 5: Open Spaces, Natural Resources and Scenic Areas - To protect natural resource <br /> and conserve scenic and historic areas and OPen spaces. <br /> <br /> There are no known natural resources, open spaces, or scenic areas requiring protection <br /> within the area proposed for inclusion in the SAZ. With regard to historic resources, the <br /> property is on the City of Eugene Historic Landmark Inventory and this application takes <br /> advantage of the eligibility to be governed by a special zoning district in recognition of <br /> the site's historic status. The present application facilitates the preservation and reuse of <br /> historic resources in compliance with Goal 5. <br /> <br /> With regard to carrying capacity of land, air, and water resources, the proposed <br /> amendment will provide for efficient use of land inside the Eugene Urban Growth <br /> Boundary, and will utilize existing facilities and services. The amendment thereby <br /> reduces pressure for development on the urban fringe and reduces the potential need to <br /> expand the UGB and impact surrounding land, air, and water resources. The proposed <br /> amendment will not impact the ability of the city to meet the carrying capacity of the <br /> land, air, and water resources within its jurisdiction. Based on these findings, the <br /> proposed amendment is consistent with the guidelines contained in Goal 5. <br /> <br /> Goal 6: Air, Water, and Land Resource Quality- To maintain, and improve the quality of <br /> the air, water, and land resources of the state. <br /> <br /> The proposed amendment relates to the provision of special zoning regulations for a <br /> historic resource and will not alter existing policy related to air, water, or land resource <br /> quality. Nevertheless, the proposed amendment complies with Statewide Planning Goal <br /> 6 by providing for efficient use of resources inside the Eugene city limits. These findings <br /> demonstrate that the proposed amendment will comply with Statewide Planning Goal 6. <br /> <br /> Goal 7: Natural Hazards - To protect life and property from natural disasters and <br /> hazards. <br /> <br /> As above, the proposed code amendment does not alter plan policies currently in effect <br /> regarding Natural Hazards. Mechanisms currently in place to protect life and property <br /> will not be impacted by the proposed amendment. Therefore, Statewide Planning Goal 7 <br /> does not apply. <br /> <br /> Goal 8: Recreational Needs - To satisfy the recreational needs of the citizens of the state <br /> and visitors and, where appropriate, to provide for the siting of necessary recreational <br /> facilities including destination resorts. <br /> <br /> Goal 8 primarily relates to the provision of recreational facilities in non-urban areas of the <br /> state. At present, there are no policies related to the provision of recreational facilities <br /> within the boundaries of the proposed SAZ. Furthermore, nothing inherent in the <br /> proposed amendment will impact the provision of recreation facilities within the City or <br /> <br /> 29 <br /> <br /> <br />
