Attachment E <br /> <br /> S-HJM Historic Johansen-Moody House Special Area Zone <br /> <br />9.3650 Purpose of S-HJM Historic Johansen-Mood¥ House Special Area Zone. The <br />Johansen-Moody House, located at 370 River Road, is classified as a City of Eugene <br />Historic Landmark according to the approval issued by the Historic Review Board on <br />May 27, 2004. This Special Area Zone (SAZ) is intended to provide for thc following <br />purposes: <br /> <br />(1) To afford the historic resource special treatment and protection so that the uses <br />permitted and restrictions imposed upon it will preserve and allow rehabilitation of the <br />building's character defining architectural features as an excellent example of the <br />Vernacular Gothic architectural style, and association with people important to Eugene's <br />past (Niels Johansen, one of Eugene's first Danish immigrants). Recognition of historic <br />landmarks enhances the beautification of the city, promotes the city's economic health, <br />and preserves the value of these properties. The regulation of designated historic <br />landmarks provides a means to review changes to a landmark and ensure that historic and <br />architectural values are preserved. <br /> <br />(2) The purpose of Historic Special Area Zones is to permit, after appropriate review, the <br />use of historically significant buildings and sites for a range of uses not otherwise <br />allowed together in one of the standing zoning districts, which often contain uses that are <br />inappropriate while omitting uses that are appropriate to specific historic buildings and <br />sites. The purpose of the Historic SAZ is to preserve these historic resources where their <br />maintenance and productive use would not otherwise be economically practical, and <br />where a standard zoning classification would not be appropriate. <br /> <br />(3) The Johansen-Moody House was constructed in 1901 as part of an early Danish <br />settlement along River Road (The Old Territorial Highway). The Historic Special Area <br />Zone will foster the continued preservation of the house by allowing its use as an antique <br />store and tea room, and by establishing appropriate development standards. <br /> <br />9.3655 S-HJM Historic Johansen-Moody House Special Area Zone Siting <br />Requirements. In addition to approval criteria at EC 9.8865 Zone Change Approval <br />Criteria, the following criteria apply: <br /> <br />(1) The S-HJM Special Area Zone is intended to apply only to the Historic Johansen- <br />Moody House located at 370 River Road, Assessor's Map 17-04-25-21, Tax Lot 7404. <br /> <br />9.3660 S-HJM Historic Johansen-Moody House Special Area Zone Land Use and <br />Permit Requirements. The following Table, 9.3660 S-HJM Historic Johansen-Moody <br />House Special Area Zone Uses and Permit Requirements, identifies uses in the S-HJM <br />zone that are: <br /> <br />(P) Permitted, subject to zone verification. <br />(SR) Permitted, subject to an approved site review plan. <br />(C) Subject to an approved conditional use permit. <br /> <br /> 40 <br /> <br /> <br />
