City of Eugene - dohansen-Mooa2 ,~ouse ? <br /> Page 6 <br />Historic Landmark Designation Application - Written Statement <br />March 24, 2004 <br /> <br /> Metro Plan <br /> <br /> The Johansen-Moody House is designated Low Density Residential on the Metro Plan <br /> diagram. Establishment of the structures as a historic landmark will ensure the <br /> preservation of its historic residential character. Only uses that are compatible with this <br /> character will be allowed under the future proposed historic zoning. <br /> <br /> Preservation of the property will further the goals, objectives, and policies of the Historic <br /> Preservation Element of the Metro Plan. In particular, the proposal is consistent with the <br /> following policies found on page Ili-I-2: <br /> <br /> i. Adopt and implement historic preservation policies, regulations, and <br /> incentive programs that encourage the inventory, preservation, and <br /> restoration of structures; landmarks; sites; and areas of cultural, <br /> historic, or archeological significance, consistent with overall policies. <br /> <br /> 2. Institute and support projects and programs that increase citizen and <br /> visitor awareness of the area's history and encourage citizen <br /> participation in and support of programs designed to recognize and <br /> memorialize the area's history. <br /> <br /> Designating the Johansen-Moody House as a Historic Landmark will support the <br /> above policies by preserving one of the earliest and best preserved examples of <br /> farm-supported homesteads by Danish immigrants in lower River Road. <br /> Although there has been no inventory of cultural resources in the River Road area, <br /> research compiled by the current owner for this application demonstrates its <br /> historical significance. Future generations will benefit from the preservation of <br /> the architectural and historical contribUtions of the structure and its connection to <br /> early settlement of the River Road and Bethel/Danebo areas by the first wave of <br /> Danish immigrants, including the original owner, Neils Johansen. <br /> <br /> River Road/Santa Clara Urban Facilities Plan <br /> <br /> The River Road/Santa Clara Urban Facilities Plan designates the property for low <br /> density residential use. However, it is located in an area characterized by a mix of <br /> historic, residential, office, and retail uses. The following plan text points to the need to <br /> consider appropriate land use changes in this area: <br /> <br /> River Road/Railroad Boulevard Sub-area Recommendations (Page 2-24) <br /> 4. Maintain the existing land use patterns until completion of the Chambers <br /> Connector. The effects of the Chambers connector and related road improvements on <br /> the immediate area should be examined upon completion of final design and right of <br /> way acquisition and any appropriate changes adopted. <br /> <br /> 56 <br /> <br /> <br />
