EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Fire and Emergency Medical Services Standards of Response Coverage <br /> <br />Meeting Date: January 26, 2005 Agenda Item Number: B <br />Department: Fire and Emergency Medical Services Staff Contact: Ruth Obadal <br />www. cl. euget~e, or. us Contact Telephone Number: 682-7114 <br /> <br />ISSUE STATEMENT <br />The Fire and Fire and Emergency Medical Services (EMS) Department has recently updated its <br />Standards of Response Coverage, including its risk analysis, deployment objectives, response time <br />goals, and recommendations. The document is being presented to the council as part of the requirements <br />for Fire Department Accreditation. <br /> <br />BACKGROUND <br />The Fire and EMS Department has applied to become an accredited fire department through the <br />Commission on Fire Accreditation International. One requirement to achieve accreditation is to prepare <br />a standards of response coverage plan during the self-assessment phase. Standards of response coverage <br />are those written procedures determining the distribution and concentration of fixed and mobile <br />resources. This process involves reviewing community expectations, conducting a community risk <br />analysis, setting response goals in terms of deployment and response times, and establishing a system of <br />measuring performance. <br /> <br />The department completed its first Standards of Response Coverage in November 2003, and it was <br />presented to the council by Chief Tallon at that time. This current document is essentially an update and <br />refinement of that initial work. Much of it is similar to the previous document. One difference is that <br />there is another year's worth of response data, so it is current as of the most recent full fiscal year. <br />Another is that the response time goals have been revised slightly. This was done in order to meet an <br />accreditation requirement regarding response time goals. These goals serve as the current standards of <br />coverage. Also included are recommendations and goals for improvement in the level of service.
