Section Three: Risk Assessment <br /> <br />performance and infrastructure and classified its service area into two distinct response zones <br />covering its fire protection service area. Within these zones, pre-determined response <br />assignments vary according to type of call and structure involved, if any. The two zones are: <br /> <br />o Risk Area "A". All territory classified as Risk Area "A" lies within the Eugene city limits or <br /> the River Road Water District (which lies entirely within the Eugene UGB). This area, while <br /> it varies somewhat in density and land use, has a relatively high occurrence of industrial, <br /> commercial, and residential structures. <br /> <br /> Risk Area "B". Territory classified as Risk Area "B" includes the mainly rural property <br /> contained within the four rural fire protection districts served by Eugene Fire & EMS, that lie <br /> predominantly outside the UGB. These areas contain primarily agricultural or forest land <br /> and associated structures, with some rural residential development. For the most part, these <br /> areas are not served by mtmicipal water systems, nor are they equipped with a fire hydrant <br /> network. <br /> <br />The map on the following page shows the boundaries of these two risk areas. <br /> <br /> <br />
