Section Three: Risk Assessment

Buildings in Eugene Fire & EMS Fire Protection Area

For the purpose of this report, data was gathered from the Lane County Regional Land
Information Database, which is maintained by Lane Council of Governments (LCOG). The Fire
Department Inspection database provided additional data. These databases track land use or
inspection category and not buildings per se. Therefore, the following figures represent the
department's best calculation of the number of buildings protected.

Table 3.2 Buildings by Occupancy Type

Buildings by Occupancy Type Risk Area "A" Risk Area "B"
Single-Family Residential 41,209 1,514
Duplex Residential 2,770 9
Multi-Family Residential 2,683 2
Group Residential 184 1
Hotels/motels (incl. residential) 158 0
Places of Assembly 342 8
Offices & Services 2,363 10
Educational Facilities 278 0
Manufacturing 408 1
Retail & Wholesale 1,293 12
Hazardous 349 0
Health Care Facilities 56 1
Storage Facilities 477 0
Totals 52,484 1,558

It should be noted that the figures shown above for residential occupancies represent a best
estimate for actual buildings and do not indicate the number of individual dwelling units
contained therein. Querying the available database for separate mailing addresses to individual
units resulted in the following figures for number of dwelling units:
Table 3.3 Dwelling Units in Fire Risk Areas

Dwelling Units Only
Risk Area "A" 68,520
Risk Area "B" 1,537
Total Dwelling Units 70,057

High-rise structures pose a unique set of challenges in performing firefighting operations. The
associated life risk and high density of occupants, the challenge of marshaling personnel and
equipment aloft, and the development of support systems needed to sustain a high-rise operation,
cause high-rise fires to be managed differently from other firefighting operations.

21
