Section Four: On-Scene Operations and Critical Tasks <br /> <br />Below is a table that illustrates the many tasks which must be accomplished simultaneously <br />during three life-threatening medical scenarios that occur frequently in our area. While some of <br />these tasks can be done by the same person in rapid sequence, it illustrates the fact that it can <br />take 5-8 people to treat and prepare for transport even one critical patient. <br /> <br /> Critical Tasks Cardiac Arrest Stroke/Overdose Multi-System Trauma <br /> 12~Lead EKG Monitor 1 personnel 1 1 <br /> Cardiac Defibrillation 1 n/a n/a <br /> Airway mgt./Intubation 1 1 1 <br /> CPR 1 n/a n/a <br /> Blood Test/Collection 1 1 1 <br /> IV / Pharmacology 1 1 1 <br /> Splint./Bandage/Immob. n/a n/a 1 <br /> Pt. Lifting/Packaging 2 - 4 2 - 4 2 - 4 <br /> Medical Info Collection 1 1 1 <br /> <br />The Central Lane 9-1-1 Dispatch Center is responsible for answering and screening calls for <br />service from the public, establishing the correct initial response, and initiating the response <br />notification referred to as "tone-out." The first arriving fire officer on scene may amend the <br />response package once conditions have been assessed. The department's Standard Operating <br />Procedures are used to request adequate personnel. <br /> <br />Critical Tasks {Special Operations} <br /> <br />The Eugene Fire & EMS Department currently maintains three separate Special Operations <br />Teams as well as the Aircraft Rescue and Fire Fighting (ARFF) unit which provides protection at <br />the Eugene Airport: <br /> <br />o HAZ MA T TEAM- The Oregon State Region 2 Hazardous Materials Team is comprised of <br /> 18 team members and operates out of Fire Station 6 (Sheldon). Region 2 covers all of Lane <br /> County. <br /> <br />o SPECIAL RESCUE TEAM- This team also has 18 members and operates out of Fire Station <br /> 2 (Whiteaker). Eugene's Technical Rescue Team operates within a web of mutual aid <br /> agreements with other State regional Urban Search and Rescue (USAR) Teams. <br /> <br />o WATER RESCUE TEAM- Water Rescue Is comprised of 24 team members and operates out <br /> of Fire Station 1 (Downtown). Eugene's Water Rescue Team operates cooperatively with the <br /> Springfield Fire & Life Safety Water Rescue Team and the Lane County Sheriff's Office <br /> Search and Rescue Team. LCSO has statutory authority for managing all water rescue <br /> related operations, so command is generally turned over to them upon their arrival. <br /> <br />o Airport ARFF Services - 24 Eugene Fire & EMS personnel are specially trained and certified <br /> to provide aircraft rescue and fire fighting services at the Eugene Airport. These personnel <br /> operate out of Station 12 (Airport). <br /> <br /> 44 <br /> <br /> <br />
