Section Four: On-Scene Operations and Critical Tasks <br /> <br />designated confined space rescue team in order to obtain certain confined space entry permits. <br />The department's Technical Rescue Team provides this service. <br /> <br />As noted above, the team consists of 18 personnel deployed on the three shifts. Personnel are <br />certified in four different disciplines: high-angle rope rescue, structural collapse, below-grade <br />trench rescue, and confined space rescue. <br /> <br />Upon arrival, the Technical Rescue Team is designated as the Rescue Branch or Group under the <br />Incident Command System (ICS) organizational structure. The Team Leader or Supervisor <br />confers with the Incident Commander to further assess: <br /> <br /> o Risk/benefit analysis <br /> Additional resource needs <br /> o Strategy and tactical priorities <br /> o Scene security and control <br /> o Incident documentation <br /> o Air monitoring (confined space) <br /> o Electrical vault or power line concerns <br /> o Fire suppression standby (if applicable) <br /> o Required notifications <br /> <br /> Water Rescue Team <br /> <br /> The Water Rescue Team is assigned to Station 1 (Downtown), located in City Hall at 777 Pearl <br /> Street. Water Rescue responds out of this location because of its close proximity to the <br /> Willamette River and the team's primary launch ramp located in Skinner Butte Park. Water <br /> rescue services are provided for all ponds and waterways within the city limits, and on the <br /> Willamette River a short distance outside the city. The Willamette River accounts for most of <br /> the team's calls for service. Other boat launch site options include: <br /> <br /> o Aspen Street and West D Street (Springfield, upstream and just north of Eugene's <br /> jurisdiction) <br /> o Alton Baker Park <br /> o Belt Line Bridge <br /> o East Hillcrest Drive <br /> <br /> As stated above, the team consists of 24 personnel deployed among the three shifts, and provides <br /> surface boat-based rescue only. In 2001, the team dropped its dive (SCUBA) capabilities due to <br /> budgetary constraints and what was determined to be a high risk/low benefit relationship <br /> associated with this service. Personnel are certified in swirl water rescue, and a majority of the <br /> team members are also certified divers. <br /> <br /> Upon arrival, the Water Rescue Team is designated as the Water Rescue Branch or Group under <br /> the Incident Command System (ICS) organizational structure.
