TPC recommendations are reviewed for approval by the MPC/MPO, including review of regional <br />projects in which the City is a stakeholder. <br /> <br />On December 8, 2004 the City Council held a work session on the draft FY2005-2007 MTIP project list. <br />A motion was passed to table the agenda item until January 19, 2004. The item was later moved to the <br />January 24, 2005, council work session. The following motions were made before the item was tabled: <br /> <br /> 1. Ms. Bettman, seconded by Mr. Poling, moved to approve the Eugene's project list in the draft <br /> FY2005-2007 Metropolitan Transportation Improvement Program. <br /> 2. Mr. Kelly, seconded by Ms. Taylor, moved to drop the Chad Drive project from the Metropolitan <br /> Transportation Improvement Program. <br /> 3. Ms. Bettman, seconded by Ms. Taylor, moved to substitute a motion that the City of Eugene <br /> resubmit all of the City's projects that were competing for STIP-U money under a category of <br /> maintenance and preservation so that the City could still compete for this money but it would be <br /> allocated to maintenance and preservation projects. <br /> <br />RELATED CITY POLICIES <br />The Regional Transportation Plan (RTP) guides the regional transportation system planning in the <br />metropolitan area. The RTP includes provisions for meeting the transportation demand of residents over <br />a 20-year planning horizon while addressing transportation issues and making changes that can <br />contribute to improvements to the City of Eugene and the region's quality of life and economic vitality. <br />The Metropolitan Transportation Improvement Program (MTIP) reflects the programming of projects <br />over a three-year period consistent with the system improvements element of the RTP and the City's <br />transportation system plan (Transplan). <br /> <br />COUNCIL OPTIONS <br />Although the MPC has adopted the FY2005-2007 MTIP, the City Council may still request that the <br />MPC consider changes to the FY2005-2007 MTIP project list. The City Council may: <br />1. Approve the project list in the FY2005-2007 MTIP; <br />2. Not approve the project list in the FY2005-2007 MTIP; or <br />3. Provide comments to the MPC requesting specific changes to the project list in the FY2005-2007 <br /> MTIP. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends that the City Council approve the project list in the FY2005-2007 <br />Metropolitan Transportation Improvement Program. The project list does not include any new <br />allocation of state or federal funds by the MPC. The two new City of Eugene projects, the realignment <br />of Airport Road and the Patterson Street Underpass, have been previously reviewed and approved by the <br />City Council. Initial funding for both projects was approved by the council with the adoption of <br />Supplemental Budget #1 to the FY05 Annual Budget on December 6, 2005. <br /> <br /> L:\CMO\2005 Council Agendas\M050124\S050124C.doc <br /> <br /> <br />
