RELATED CITY POLICIES <br />None. Properties are withdrawn from special districts upon annexation to the City because the City <br />takes over responsibility for providing urban services. Withdrawal of properties from rural fire <br />protection districts occurs automatically upon annexation, while a separate process is required by State <br />law for withdrawals from many other special districts. <br /> <br />COUNCIL OPTIONS <br />There are few options and action on this item is time-sensitive. If the ordinance approving withdrawals <br />from special districts is not effective by March 31, 2005, the properties will remain on tax rolls for <br />special districts for the coming fiscal year. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends adoption of the resolution calling for a public hearing to occur on <br />February 28, 2005. <br /> <br />SUGGESTED MOTION <br />Move to adopt Resolution 4822 calling a public hearing to consider proposed withdrawal of territories <br />from the River Road Water District and River Road Park and Recreation District, from the Santa Clara <br />Water District and from the Junction City Water Control District. <br /> <br />ATTACHMENTS <br />A.
