The distribution of costs is specified in Eugene Code section 7.75. The anticipated distribution of costs was described in the Council adopted hearings official recommendations upon creation of the LID. The non-assessable City share for this project will be funded from the Transportation SDC Fund, Stormwater SDC Fund, and Transportation Utility Fund (for a small section of pavement repair). Assessment financing, a 10-year payment plan through the City, is available to all property owners within the improvement district. None of the property owners qualify for the City's low- to moderate income subsidy program. The final unit assessable costs are: Sidewalk (per square foot of assessable property) $ 7.56 Curbs and Gutters (per front foot) $ 54.08 Direct Charges assessed $ 36,013.45 Total Assessable Cost $115,188.80 Total City Cost $ 5,525.27 Total Project Cost $120,714.07 Estimated Assessment At the time the LID was formed, the City Engineer developed a prediction concerning the cost of the LID. Based on the bid received, the estimated assessments were: Sidewalks (per square foot) $ 8.31 Curbs and Gutters (per front foot) $ 58.61 Direct Charges $ 42,706.00 Total Assessable Cost $129,166.10 Total City Cost $ 16,010.66 Total Project Cost $145,176.70 PUBLIC INVOLVEMENT This project was started because of property owner petitions. Notice of the proposed assessment and proposed public hearing was sent to all property owners in the LID. No persons requested an opportunity to have a public hearing on the proposed assessments, so no hearing was held. FINDINGS AND RECOMMENDATION Appropriate notice was given of the public hearing and the availability of the proposed ordinance for LID assessment, as required by the Eugene Charter and Code.
