The distribution of costs is specified in Eugene Code section 7.75. The anticipated distribution <br />of costs was described in the Council adopted hearings official recommendations upon creation <br />of the LID. The non-assessable City share for this project will be funded from the Transportation <br />SDC Fund, Stormwater SDC Fund, and Transportation Utility Fund (for a small section of <br />pavement repair). <br /> <br />Assessment financing, a 10-year payment plan through the City, is available to all property <br />owners within the improvement district. None of the property owners qualify for the City's low- <br />to moderate income subsidy program. <br /> <br />The final unit assessable costs are: <br /> <br /> Sidewalk (per square foot of assessable property) $ 7.56 <br /> Curbs and Gutters (per front foot) $ 54.08 <br /> <br /> Direct Charges assessed $ 36,013.45 <br /> Total Assessable Cost $115,188.80 <br /> Total City Cost $ 5,525.27 <br /> Total Project Cost $120,714.07 <br /> <br />Estimated Assessment <br /> <br />At the time the LID was formed, the City Engineer developed a prediction concerning the cost of <br />the LID. Based on the bid received, the estimated assessments were: <br /> <br /> Sidewalks (per square foot) $ 8.31 <br /> Curbs and Gutters (per front foot) $ 58.61 <br /> <br /> Direct Charges $ 42,706.00 <br /> Total Assessable Cost $129,166.10 <br /> Total City Cost $ 16,010.66 <br /> Total Project Cost $145,176.70 <br /> <br />PUBLIC INVOLVEMENT <br /> <br />This project was started because of property owner petitions. Notice of the proposed assessment <br />and proposed public hearing was sent to all property owners in the LID. No persons requested an <br />opportunity to have a public hearing on the proposed assessments, so no hearing was held. <br /> <br /> FINDINGS AND RECOMMENDATION <br /> <br /> Appropriate notice was given of the public hearing and the availability of the proposed ordinance <br /> for LID assessment, as required by the Eugene Charter and Code.
