Public Works <br />Parks & Open Space <br />Memorandum <br />Date: February 12, 2016 <br />From: Kurt Corey, Executive Director of the Public Works Department <br />Subject: Comment Regarding Administrative Order No. 58-16-03-F Repelling Rules for Gold n rdens <br />Park In -Water Dog Training Permits <br />Following a 15 -day public comment period, on February 3, 2016, I issued Administrative Order <br />No. 58-16-03-F which repealed Rules for Golden Gardens Park in -water dog training, and established that <br />in -water dog training no longer be allowed at Golden Gardens Park. <br />At the time that I signed Administrative Order No. 58-16-03-F, I had understood that no <br />comments had been received during the comment period, and indicated that in the Order. Since that time, <br />staff have become aware of a comment that had been received during the comment period, but had been <br />misplaced. <br />The comment was from Pete Goodale who wrote that his club had been maintaining the area for <br />30 years, while the City has done nothing. He indicated that he has never witnessed an incident that had a <br />negative impact on wildlife. He felt that dog training at the Park would be only a small inconvenience to <br />the City and suggested a 10 a.m. curfew Monday through Friday only. <br />I thank Mr. Goodale for his comments and the positive contributions he and others have made to <br />the Golden Gardens Park area over the years. The Park is changing and will be redesigned and <br />redeveloped to incorporate other uses, and discussions about those changes are underway. While the <br />City has not had any issues with Mr. Goodale and his dogs, it has had issues with other dog trainers in <br />recent years, with reported incidents between dogs being trained and other park users. <br />Although I understand Mr. Goodale's position, in -water dog training at Golden Gardens Park will <br />not be reinstituted at this time and, therefore, Administrative Order No. 58-16-03-F is reaffirmed. <br />City of Eugene • 1820 Roosevelt Blvd. • Eugene, OR 97402 • 541-682-4800 • 541-682-4882 Fax <br />www.eugene-or.gov <br />
