No other councilors indicated a conflict of interest. <br /> <br />Mayor Torrey opened the public hearing. <br /> <br />Terri Harding, 132 East Broadway, Suite 536, explained that she was representing the Facilities <br />Management Division of the Central Services Department. She said the item before the council was the <br />creation of a special area zone for the Kaufman Senior Center. She stated that no funding had been <br />allocated by the City for programs for senior citizens at that location since 1998. She related that, since July <br />2003, the Emerald Empire Council on Aging had been operating senior programs at the Kaufman House. <br />The City provided free rent and major maintenance funding for two years, as per a resolution passed in <br />August 2003. She said the resolution mandated that the organization begin paying market-rate rent in July <br />2005. She stated that one option was to establish it as a Historic Landmark, already completed, and then <br />create a special area zone detailing uses and standards appropriate for the use of it as a senior center. She <br />reiterated that the Planning Commission had voted unanimously to recommend the motion before the <br />council. She underscored that Facilities staff was committed to promoting a reasonable list of uses that <br />fulfill the council's directive and were compatible with the neighborhood. She believed the proposal before <br />the City Council did so. <br /> <br />There being no other requests to speak, Mayor Torrey closed the public hearing. <br /> <br />5. PUBLIC HEARING: <br /> An Ordinance Concerning Cell Towers, and Amending Section 9.9750 of the Eugene Code, 1971 <br /> <br />City Attorney Glenn Klein recommended the Mayor open the public hearing and continue it until December <br />6. <br /> <br />Mayor Torrey opened the public hearing and indicated it would be continued until December 6, 2004. <br /> <br />The meeting adjourned at 10 p.m. <br /> <br />Respectfully submitted, <br /> <br />Dennis M.
