SECTION 1- GENERAL REQUIREMENTS <br />1.00 INTRODUCTION <br />This manual contains the information needed to design public improvement projects for the <br />City of Eugene. Section 4 of this manual provides specific permitting details related to <br />privately -engineered public improvement (PEPI) projects. <br />1.01 DEFINITIONS <br />The following definitions are not intended to be a comprehensive list of terms associated with <br />the development of public improvements. Additional definitions may be found in the City <br />Code and the Standard Specifications and Drawings. <br />AASHTO: American Association of State Highway and Transportation Officials. <br />Access Ramp: The sloped area and landing immediately adjacent to the public way that allows <br />access to the public way by individuals with disabilities under the Americans with Disabilities <br />Act (ADA). Note: When the terms "access ramp" or "ramp" are used in this manual it shall be <br />understood to include the curb cut to the access ramp. <br />Agreement: Engineering and Construction Agreement between the City of Eugene and a <br />private entity defining the scope of work and that the public improvements shall be privately <br />engineered, constructed and financed. <br />City: The City of Eugene. <br />City's project manager: City staff assigned to review and approve construction drawings for <br />the public improvements. <br />Code or City Code: The Eugene Code, 1971. <br />Contractor: Any individual or legal entity that has entered into a contract with the <br />owner/developer to construct the public improvements. <br />Critical root zone (CRZ): That area surrounding a tree that: <br />A. Has a radius of 18 inches times the diameter breast height expressed in inches of the <br />tree trunk or trunks; or <br />Public Improvement Design Standards Manual, 2016 Page 1-1 <br />
