Floodplain Development Permits <br />A Floodplain Development Permit is required prior to any development occurring within <br />the Special Flood Hazard Area (SFHA). The SFHA includes Zones A, AE, AO and the <br />Floodway for our community on the adopted Flood Insurance Rate Map (FIRM). The FIRM <br />was created by the Federal Emergency Management Agency (FEMA) as part of the National <br />Flood Insurance Program. Development includes any man -made -change (e.g. building, <br />filling, excavating, grading, paving, etc.) within the regulatory floodplain. <br />While development in the SFHA requires a permit most work in Zones A, AE, and AO have <br />few requirements, unless a structure (i.e. building) is proposed. Some exceptions to this are <br />for utilities and roads. The two major types of development that are subject to significant <br />regulations are Watercourse alterations and development in the Floodway. <br />Watercourses. are those identified on the FIRM and other significant waterways. Only <br />waterways within the SFHA are regulated. The Floodway is a high hazard area usually <br />associated with high velocity flows that is intended to remain unobstructed to allow <br />floodwaters to be conveyed through our community. Any development within the <br />Floodway shall require detailed hydrological analyses consistent with FEMA Region X <br />standards that demonstrate a zero increase in the flood elevation at, above and below the <br />proposed development. Such an analysis must also be accompanied by a "No -Rise" <br />Certification that is signed and sealed by a professional engineer.
