R -7.280-B Definitions. As used in these rules, "ANSI A-300," is the "American National Standards Institute A- 300 — 1995. American National Standard for Tree Care Operations — Tree, Shrub andOther Woody Plan Maintenance — Standard, Practices. As used in these rules, "ANSI Z-133.1" is the "American National Standards Institute Z 133.1 — 2000. American National Standard for Arboricultural .Operations — Pruning, Repairing, Maintaining and Removing Trees and Cutting Brush — Safety Requirements." As used in these rules, an "approved Street Tree Plan is: (a) A plan prepared and submitted by an applicant, that meets the requirements of these rules; and is accompanied by all required fees and/or security deposits, or; (u) An agreement entered into by the applicant and the City whereby the City assumes responsibility for the purchase, installation, and establishment of street trees in accordance with the standards set forth in these riles. R -7.280-C Street Tree Plan - Application. 1. An application for approval of a Street Tree Plan ('TW') shall be submitted to the City, together with the application processing and review fees established by the City Manager pursuant to Section 2.020 of the Eugene Code, 1971. The City's Urban Forester shall review the Plan and approve or deny the application 'based on the Plan's compliance with the requirements and standards established in these rules. 2. As an alternative to the requirements of subsection 1 of this section, upon payment of the applicable fees, an applicant may enter into an agreement t%ith the City whereby the City assumes responsibility for the purchase, installation, and establishment of street trees in accordance with the standards set forth in these rules. 3. No final approval shall be granted for a ficial subdivision plat; planned unit development, partition, or development plan for which a Street Tree Plan is required until the Plan has been approved pursuant to subsection 1 of this section, or, the applicant has entered into an agreement with the City pursuant to subsection 2 of this section.
