volumes exceeding 10,000. An engineering <br />investigation to determine adequate sight <br />distance, traffic speeds, gap availability and <br />pedestrian volumes shall determine the <br />applicability of the above criteria. <br />5) Where right-of-way, travel lane, and bike lane <br />configuration allow for their construction, curb <br />extensions and/or raised median islands should <br />be provided at mid -block crossings to increase <br />pedestrian and driver visibility, and to reduce <br />pedestrian crossing distances. ( See Figure 8). <br />6) Mid -block crossings should be marked with <br />ladder -style (continental) markings to increase <br />visibility. <br />7) The need for mid -block pedestrian crossings <br />will be evaluated by the City of Eugene Public <br />Works Transportation Division. A determination <br />of the need for a mid -block crossing will be <br />issued by the Division and will be based on <br />relevant factors established by the Manual on <br />Uniform Traffic Control Devices (MUTCD) <br />including sight distance, vehicle speed, accident <br />records, illumination, traffic volumes, type of <br />pedestrian, nearby pedestrian generators, and <br />other factors that are used to satisfy a warrant. <br />Mid -block crossings may be provided with <br />pedestrian -activated signals and appropriate <br />advance warning devices upon a finding, based <br />on traffic engineering study, that the location <br />satisfies warrants established in the Manual for <br />Uniform Traffic Control Devices.
