PEDESTRIAN AND BICYCLE <br />ACCESS WAYS <br />Access ways are interconnecting paved walkways <br />which provide pedestrian and bicycle passage such <br />as between two cul-de-sacs or between subdivision <br />plats. Access ways shall be a minimum of 10' wide <br />on a 10' right-of-way. They shall be constructed of <br />Portland cement concrete with a typical depth of 5" <br />concrete over a 1" base of crushed rock. The dimen- <br />sions for the pavement and crushed rock are based <br />upon the heaviest vehicle which will use the access <br />way and the native soil conditions. Final pavement <br />and base design shall be determined following an <br />engineering analysis of the design variables. <br />Access ways which function as a secondary fire <br />access shall be constructed to support 55,000 pound <br />vehicles. Fire access ways shall be paved a minimum <br />of 20' wide on a 20' right-of-way unless a narrower <br />width is approved by the City Manager or designee. <br />Access ways shall be designed to minimize motor- <br />ized traffic. Bollards are not the preferred option and <br />should be used only if warranted. If used, bollards <br />should be painted with white reflective paint, and <br />should be placed in the center of the path. <br />Figure 181 <br />! ! ! Total <br />! ! Pavement ! Right <br />Type ! Fire Access ! 20' ! 20' <br />Way <br />Access way surfaces shall be designed to drain <br />water to the side or sides of the access way. Drain- <br />age systems which collect surface water along the <br />centerline of the access way (similar to paved <br />alleys) are not permitted. <br />Adequate vision clearance shall be provided at the <br />ends of public access ways as required in Chapter 9 <br />of the Eugene Code.
