shall include facilities and capacity to accommodate the removal of the drywells. <br />H. Service Laterals <br />The street gutter is the primary stormwater collection and conveyance system for <br />individual lot drainage. Lot drainage shall be served by weepholes in the curb where <br />possible. No new bubbler systems shall be allowed. Bubbler systems may be <br />approved, at the discretion of the City Engineer, where weepholes or piped <br />conveyance are unavailable or unfeasible. <br />Stormwater service laterals shall be allowed where drainage from private lots <br />cannot be accommodated by weepholes in the curb. Stormwater laterals are <br />allowed where stormwater conveyance requires a pipe diameter of 8 inches in <br />diameter or greater to convey the flood control design storm. Laterals may be <br />connected to the mainline or existing drainage structures (curb inlets and catch <br />basins) provided the Project Engineer demonstrates conveyance capacity through <br />hydraulic analysis. <br />Manholes are required where stormwater laterals connect to the mainline. A blind <br />connection may be used where the diameter of the mainline is twice the diameter of <br />the lateral or greater. Blind connections shall be perpendicular to the main line. <br />Catch basin or curb inlets may serve as points of connection. <br />Stormwater laterals may be allowed, at the discretion of the City Engineer, for single <br />family dwellings that cannot be served by weepholes. Laterals may be approved <br />where protection of property and drainage of standing water warrants piped <br />conveyance. <br />2.05 STREETS AND ACCESSWAYS <br />Streets and accessways are required to comply with the City's Design Standards and <br />Guidelines for Eugene Streets, Sidewalks, Bikeways, and Accessways (available in Appendix E <br />and on the internet at www.eugene-or.gov.). The information below provides greater detail <br />regarding the standards for construction design review.
