Design and Drafting Manual; Geotechnical Design Manual; and Hydraulics Manual. The <br />City of Eugene will contract plan review and inspections to a qualified independent <br />engineering firm. The additional cost of plan review and inspection shall be borne by the <br />applicant. <br />C. Bus Routes <br />Pavement testing and pavement rehabilitation/strengthening as necessary is required to <br />accommodate new bus routes on a street and/or changes in bus usage of a street prior <br />to the implementation of the new route(s) or change in bus usage. Examples of change in <br />usage and/or new routes include, but are not limited to: adding a new bus route or <br />changing an existing bus route to use streets not previously used for bus routes or not <br />used in the past 5 years for bus routes; removing parking and shifting traffic to allow a <br />bus only lane in the curbside lane or center lane; or, changing a low volume curbside right <br />turn lane into a lane that allows through and right turn traffic in which buses then shift to <br />using the curbside lane. <br />Prior to a change in usage and/or adding a new route as described above, complete <br />pavement testing and rehabilitation/strengthening design of the existing pavement in <br />accordance with the requirements of Section 2.05 R.1. and 2. for AC pavement and 2.05 <br />R_3 for PCC pavement to determine if strengthening or reconstruction of the street is <br />needed to accommodate the route change/addition. If strengthening or reconstruction <br />of the existing pavement is recommended by the pavement design, complete the <br />strengthening or reconstruction prior to the route change or addition. <br />In addition to the requirements above, lanes planned for usage as bus rapid transit routes <br />shall be paved with PCC with a 50 -year design life prior to establishing a route on the <br />street. The PCC lanes shall also extend through all intersections crossed by the route. All <br />bus rapid transit stops located in public rights of way shall be paved with PCC with a 50 - <br />year design life. <br />D. Centerline <br />1. Crown <br />Streets shall be designed with a 2 percent straight grade from centerline to gutter except <br />when matching existing parabolic streets.
