The city recorder shall give 10 days' notice of an election by one publication ,of the notice in a newspaper published and of general circulation in the city, or by posting either printed or typewritten versions of the notice for at least 10 days in three public places in the city. The city recorder ~hall determine whether the notice shall be published .or posted, unless the council directs otherwise in calling the election. The notice need not set forth in full any measure to be submitted to the electors at the election, but the notice shall state the ballot title of the measure. All measures to be voted on by the electors at an election shall be filed with the city recorder not less than five business days before the date set by state law for the city recorder. to file the measure with the Lane County Elections office.
