Mr. Clark suggested that this was not so much about treating football games differently. He noted that he <br />had worked in an organization that raised money for youth, selling concessions at Grateful Dead concerts <br />among other things. He assured his colleagues that very similar conduct was going on in the parking lot and <br />surrounding area during such events. He stressed that the ordinance would not change the current behavior; <br />no new tailgate parties would “sprout up.” He supported its approval. <br /> <br />Ms. Bettman opined that this was like saying “people shoplift so let’s just make it legal.” She wanted <br />language that would eliminate the exemption altogether. She thought it “just did not make sense.” She felt <br />that alcohol consumption within the stadium was “fine.” She reiterated her request for information <br />regarding the City’s liability. <br /> <br />Capt. Kerns clarified that drinking was not currently allowed in Autzen Stadium. <br /> <br />Mr. Poling asked Ms. Bettman if she meant eliminating all alcohol consumption, including the parking lots <br />and the Moshofsky Center. Capt. Kerns noted that event inside the Moshofsky Center on game days had an <br />Oregon Liquor Control Commission (OLCC) license. Ms. Bettman affirmed that she would seek to <br />eliminate drinking entirely, with the exception of drinking licensed by the OLCC. <br /> <br />Ms. Ortiz, seconded by Mr. Pryor, moved that the City Council adopt Council Bill 4951, an <br />ordinance amending Section 2.090 of the Eugene Code.
