<br />Mr. Zelenka suggested that the oil industry could save the community money by delaying a vote until May <br />2007. <br /> <br />Ms. Bettman recalled that the council was told the Beam proposal and Sears housing project could be <br />accomplished without amending the urban renewal district plan. The council had the ability to move <br />forward with downtown revitalization in a reasonable manner by funding that option. She reiterated that <br />there was still time to negotiate options and buy property, and if the public supported the action, the council <br />could always condemn property. <br /> <br />Responding to a question from Ms. Bettman, Mr. Klein indicated that the ballot title would include the $40 <br />million figure included in the plan amendment. <br /> <br />Ms. Ortiz, seconded by Mr. Clark, moved to extend time for the meeting by 10 minutes. <br />The motion passed unanimously, 8:0. <br /> <br />Mr. Clark expressed concern that the prices for the properties involved would be higher in the future. He <br />was also concerned about the City’s ability to renegotiate the options. He suggested the council was taking <br />a gamble in assuming that the petitioners would secure the necessary signatures. However, he would <br />support the motion due to the manager’s recommendation of support. <br /> <br />The motion passed unanimously, 8:0. <br /> <br />Ms. Ortiz, seconded by Mr. Pryor, moved to amend Ordinance 20389 by adding a new Sec- <br />tion 3 that reads “The provisions of sections 1 and 2 of this ordinance shall not become ef- <br />fective unless approved by the voters of the city of Eugene at the City election to be held <br />concurrently with the statewide election on November 6, 2007. The motion passed unani- <br />mously, 8:0. <br /> <br />The motion to adopt the amended ordinance passed, 6:2; Ms. Taylor and Ms. Bettman vot- <br />ing no. <br /> <br />Ms. Ortiz, seconded by Mr. Pryor, moved to adopt Resolution 4916, a resolution calling a <br />City election on November 6, 2007, with the purpose of referring to the voters the amended <br />urban renewal plan. <br /> <br />Responding to a question from Ms. Bettman, Mr. Klein indicated that the motion merely referred the <br />ordinance to the voters, not the entire plan. <br /> <br />Responding to a question from Mr. Zelenka, Mr. Klein said that the referendum petitioners could refer the <br />ordinance currently before the council but the referendum of the previous ordinance would not occur. <br /> <br /> The motion passed unanimously, 8:0. <br /> <br />Ms. Ortiz, seconded by Mr. Pryor, moved to direct the city manager to include the urban <br />renewal plan measure as part of the voter’s pamphlet, and to appoint councilors Ortiz, <br />Clark, and Poling to the proponents committee.
