<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Work Session: City Council Priority Issue: City Hall Complex <br /> <br /> <br />Meeting Date: October 17, 2007 Agenda Item Number: 2 <br />Department: Central Services Staff Contact: Mike Penwell <br />www.eugene-or.gov Contact Telephone Number: 682-5547 <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of the work session is to narrow the site options for the Police Patrol Facility as part <br />of the City Hall Master Planning process. <br /> <br /> <br />BACKGROUND <br /> <br />At the September 26, 2007 workshop, the project team introduced the Police Patrol Facility site <br />selection analysis, City Hall design progress showing concept options with and without patrol <br />functions, and cost models for police patrol facilities on generic sites downtown, out of down- <br />town, and at a new City Hall. <br /> <br />At the workshop, the council requested additional information on site ownership, availability, <br />and owners’ willingness to sell. Conclusive data to answer these questions is being researched <br />by city staff and will likely require additional time. <br /> <br />Police Patrol Site Options <br /> <br />At the October 17, 2007 work session, the council is asked to select or narrow Patrol site options <br />for future use in the City Hall Complex master planning studies. To establish a group of sites for <br />the council’s consideration, the design team and Police Facilities Specialized Input Group devel- <br />oped a set of evaluation criteria, identified 22 potential sites both downtown and outside of <br />downtown, mapped their locations along with other site issues, and evaluated the sites relative to <br />the criteria to compare their suitability. See Attachment A for site selection criteria, Attachment <br />B for a map of potential sites, Attachment C for evaluation considerations on each site, and <br />Attachment D for a matrix of sites relative to criteria. <br /> <br />Research and input from the Police Facilities Specialized Input Group indicated a clear prefer- <br />ence for locating a police patrol facility out of downtown. Primary factors included: <br />? <br /> <br />Incompatibility of a patrol facility with downtown planning goals. Planning goals strive <br />to increase density, pedestrian activity, and enhance the vitality of downtown. Because <br />it is a secure building with few full-time staff on site and the majority of patrol officers <br />working in the community, the patrol facility was considered an incompatible use. <br />? <br /> <br />Potential for greater security and future flexibility on sites outside of downtown due to <br />greater distances between nearby buildings, bridges, and other potential hazards, and <br />larger sites that offer the possibility for modest expansion or reorganization. <br />? <br /> <br />Closer proximity to existing frequently accessed patrol functions on sites outside of <br />downtown. <br /> <br />
